Robert S. Metzger, an attorney in private practice, heads the Washington, D.C. office of Rogers Joseph O’Donnell, P.C. As a Special Government Employee of the Department of Defense, Bob was a member of the Defense Science Board task force that produced the Cyber Supply Chain Report in April 2017. Bob is a co-author of “Deliver Uncompromised – A Strategy for Supply Chain Security and Resilience in Response to the Changing Character of War,” released by the MITRE Corporation in August 2018. He continues to act as a subcontractor (consultant) for MITRE in in public-private cyber and supply chain security initiatives.

Bob is recognized for subject area leadership in cyber, supply chain and related security matters. The 2018 ratings of Who’s Who Legal (WWL) listed him first among Government Contracts Thought Leaders for North America and said he is "shown by our research to be one of the leading practitioners worldwide" and that he is “‘deeply knowledgeable of the subject matter’”, also noting his “extensive expertise on issues concerning the IT sector.” In 2019, WWL again identified Bob as a “Global Thought Leader” for Government Contracts, one of five in the U.S. Named a 2016 “Federal 100” awardee, Federal Computer Week cited Bob for his “ability to integrate policy, regulation and technology” and said of him: “In 2015, he was at the forefront of the convergence of the supply chain and cybersecurity, and his work continues to influence the strategies of federal entities and companies alike.”
